My thoughts and prayers are with  Jo-Anne and family. I served with Jim when he was Police Chief of Elizabethtown Boro the same time I was Fire Chief. Our paths crossed many times on a professional level, and as the former owner of C.S. Powl @ Son Speedometer Service which  we certified many police vehicles for all the local police depts! Jim’s number one concern was always his police officers, my first responders and the public’s well being! No matter what time of day or night during any emergency he was always present  offering  his usual calming clarity to any situation. I will always appreicate his support and efforts as Police Chief and his continued friendship which had a positive impact on my life!  God Speed On Your Last Call  Former Fire Chief Elizabethtown Boro Ed Powl

My sympathy to the Neimer family on Jim’s passing. I value my long association with Jim as an outstanding policeman and exemplary human being. That association in a professional and social way gave me the opportunity to enjoy friendship with young Jim and Jo-Anne. I will continue to think of Jim in all the best ways for as long as I have memory.
Sincerely,
John Drybred

I was saddened today to learn about Jim’s passing.

My deep and most heart-felt sympathy to Jo-Anne, Jim’s children and entire family. I am writing this with tears in my eyes. Jim was a good friend to me and my brother since our beginning of Jr. High School at Edward Hand in the early 50’s. Then….as a 12 – 13 year old, life was simple and it was routine to visit a buddies home and parents always welcomed you into their home for casual conversation. My brother and I had the pleasure of experiencing this on occasional visits to Jim’s house….What wonderful people were Jim’s parents. It’s easy to understand why Jim acquired that considerate, kind, honest & friendly personality as a young teenager and throughout his life.

My brother and I were part of Jim’s (Scouting Life). We were Troop 25 from 1951 – 1955. Summer Camp, Jamboree’s, Troop newspaper drives, regular Troop meetings on Wed. night’s….All routine “stuff” for good Scouts,…Jim was an outstanding Scout!

Growing into adulthood we never lost track of each other. Jim’s career path into Law Enforcement was a “perfect fit”. Jim’s progressive acceleration through the levels of officer rank was no surprise to me. I knew him well….He belonged there….He earned being at the top!

Through our adult lives we never lost contact,…whether it was seeing Jim on the job in downtown Lancaster or being my neighbor on Winthrop Dr. in the early 70’s. One particular occasion in the early 80’s (subsequent to Jim’s retirement with the city) I happened to be driving through E-Town and decided to drop in on Jim at his police headquarters….Jim stopped everything he was doing and invited me into his office….This is who he was…A man of genuine character,…a man of honor and integrity,….a man of true friendship.

During the most recent 10 – 12 years, following my relocating out of the Lancaster area, my staying in contact was by my Son Jeff. Jeff is a 30 year veteran with the Manheim Township Police Department and would frequently cross path’s with Jim. Jim would always ask my Son,…”hows your Dad”?…And I always replied through my Son,…”tell Jim I said hi”!

A true friend and a great man….I will always remember Jim.
