Condolences to the Family

I served with Rick on Guam 95 to 96. He was a good man he will be missed.

December 25, 2016

I met Sgt. Groff three years ago, as a federal probation officer, when we were fortunate enough to get the opportunity to take his EVOC course. What an interesting, honest, charismatic man! We spent two full days with him, and we were all enthralled with his gift for telling stories of his law enforcement experiences and his affable, easy-going nature. And we all LOVED that class! He was an excellent instructor, and he talked a lot about his family and his precious EVOC partner who had died of cancer at a young age a few years prior.  (I can only hope the two of them are again spending time together racing beat up cop cars!) Only spent those few days with Sgt. Groff, but he left a lasting impression, and I literally think of him every time I take a fast curve the right way and when I hold proper hand position on the steering wheel! I’m so sorry for your loss. He was a good man, and the world is a better place because he was in it. Please know that I am thinking of you, his family!
– Fran Regan (retired federal probation officer)

Celest and family,
You are in my prayers.  Sgt. Rick was a cops cop!  I have been honored to work with him, and his legacy will live on.  He has taught thousands of police officers, and because of him, and his training, officers will be safe as they go through their careers.  My condolences to all of you.

Celeste and family,
My deepest sympathy is with you. Rick was not only my mentor but helped me become his partner teaching. He made the work fun and enjoyable but kept things real for people he taught over the years.

Celeste and Family,
I’m sorry for your loss and ofter my condolences to you and your family. I had the pleasure of knowing Rick as I began my law enforcement career and the pleasure of losing quite a few poker matches to him. Rick was definitely the guy everyone turned to whenever we had a question about the vehicle code and he was always willing to help. He will be missed.
God bless,

Dearest Celeste & family,
I was so very saddened this morning when i opened the Sunday News and learned of Rick’s passing. I wish i would have known of his stay at Mount Joy Hospice as i would have surely visited him. Rick was one of my instructors for EVOC when i was a police officer. He was a great instructor, teacher. His humor was infectious. He made us “older” guys and gals feel at ease at training, and he made it fun!!. He really loved his job and mentoring the new cadets and graduates. He really loved his family more than anything. You kind of get to know ones instructors even if only spending two or three days together. It is also amazing how someone can impact another in such a short time. And that he did…A LOT!. Thank you for sharing your Husband and Father with us. I was honored to know him. He was taken from us way too soon. He had more to give, more to teach, more to do and enjoy since retiring. I guess God needed him more. Rest easy Rick. You are and will be forever missed.?Keeping you Celeste and family in thought and prayer at this difficult time.
Dianne Evans Murray, (ret.) Police Officer

Celeste and Family,
It’s with deep regards and sympathy I send you my condoelences. I enjoyed working with Rick and the rest of the crew at Warwick. I have a lot of fond memories that come to mind and as I sit here writing this………It brings a smile on my face. Rick is primarily responsible for the avenue I followed within Law Enforcement and I have a lot to thank him him for that. He loved his family, his job and his life and lived it fully. God Bless Brother.

My condolences to Sgt. Groff’s family. I met Rick as a young officer and counted him among those who had a great deal of influence upon me. He continued to be a colleague for many years and he was always a wealth of knowledge for those of us less experienced. He served his community and his country with dignity and valor and his efforts are greatly appreciated and acknowledged. He will be missed.
