Obituary

Arthur A. Horowitz, known as Artie to friends and Bear to family, passed away on August 31, 2025, at Willow Valley in Lancaster, Pa. He was preceded in death by his beloved wife of 57 years, Anne (Pellecchia) Horowitz, on December 18, 2020, from complications of COVID-19.

Both Artie and Anne were born in the Bronx in 1940. Artie was the first of two sons born to Jack and Anna (Pollack) Horowitz, and Anne was the only child born to Attilio (Eddie) and Wilhelmina (Evelyn Rolski) Pellecchia. Both were exceptional students: Artie graduated from NYU and Anne graduated from Hunter College (both Phi Beta Kappa), but they didn't meet until March 1963 at a Harvard mixer in Cambridge, Mass. They married 11 months later on February 9, 1964 – the day The Beatles debuted on the Ed Sullivan Show. Artie graduated from Harvard Law School that spring and after a short time the couple found their way to Washington, DC. They had their only child Diane in 1968 while Anne, a concert-trained pianist, prepared for her Ph.D. in Musicology from the University of Md. Artie dedicated his career to public service as a federal labor relations attorney and administrative law judge.

Artie loved the NYT Sunday crossword puzzles, quiz shows and the Washington Redskins/Commanders (despite years of disappointment). Anne loved fabric, knitting, the stock market, playing piano, and charitable work and was named 2017 Woman of the Year by the Civic Club of Oakland, Md. Yet together they loved many things: playing bridge, season tickets to The Kennedy Center opera, mountain homes on Deep Creek Lake then retirement at Riverbend on the Youghiogheny River, and hunting for fine art. They amassed a wonderful collection of oil paintings, antiques, bronzes, and rugs, one auction at a time.

After his retirement in 2001, Artie continued to consult and teach. He was deeply honored to be appointed by four consecutive Secretaries of State to the Foreign Service Grievance Board, serving an unprecedented 12 years. Chair Garber Davidson noted how Artie's "incomparable knowledge, experience and analytic and drafting skills elevated the Board's work and have had a lasting effect. Decisions with Art Horowitz as chair are noted with extra attention and deference."

They are survived by their daughter, Diane Bedwell; grandchildren, Daniel and Lily Bedwell; and Artie's beloved dog, Mickey.

Both Artie and Anne were preceded in death by their parents, by Artie's younger brother Gary E. Horowitz, and by their beloved dog Maxie.

A Celebration of Life to honor Artie and Anne will be held at 3PM on Tuesday, October 14, 2025, at Willow Valley Communities in the Manor Auditorium. Bright colors are encouraged, and fond memories are welcome.
