J. Walter Dauber, Jr., passed away, January 12, 2018 at Hospice and Community Care, Mt. Joy. Walt was born in Reading, PA on May 1, 1931. He grew up in Bethesda, MD. After graduating from Bethesda Chevy-Chase High School, he began college at Washington and Jefferson College. At the completion of his freshman year, he transferred to the University of Pennsylvania. He graduated in 1953. Following his graduation, he married his college sweetheart; the former Katherine M. Shupp. He was commissioned a Second Lieutenant and served in the Corps of Engineers. During his tour of duty, he was sent to France and assigned as Executive Officer to “A” Company of the 843rd Engineer Aviation Battalion. His unit was responsible for building and maintaining a NATO airbase in Toul-Roussiere. He was promoted to First Lieutenant during his service. Following his honorable discharge, the couple settled in Philadelphia, where their daughter Marlane was born.
In 1956 Walt took a job with the Pennsylvania Manufacturers Association Casualty Insurance Company (now PMA Group). At the completion of a training program, he was sent to the Lancaster Office of that company. He worked as a claims adjuster and was subsequently promoted to Claims Supervisor of the office. He earned a professional designation of Associate in Claims from the Insurance Institute of America. He was promoted to the larger Harrisburg Office of the company as Claims Supervisor. Later promotions took him to the Home Office in Philadelphia where he ultimately became the Liability Claims Manager for the company. By that time, he dad earned the insurance profession’s highest designation, Chartered Property Casualty Underwriter (CPCU). He was the President of the Philadelphia Claims Manager’s Council. He also served on the Philadelphia Arbitration Panel, the insurance industry’s answer to litigation. He taught insurance courses for Penn State University and the Insurance Society of Philadelphia.
After a 22-year career with PMA, Walt was offered a position with Delmarva Power & Light Company, (now a part of Pepco holdings) a public utility whose home office was in Wilmington, DE. The position was in the then new field of risk management. Walt was responsible for determining which risks of property, liability and employee benefits were to be assumed or insured and arranging the insured and self-insured programs. He was the Manager of the Insurance Dept. and the Claims Dept. and oversaw employee benefits. He continued to teach insurance and risk management courses for the Insurance Society of Philadelphia. He was active in the Edison Electric Institute Risk Management Committee, where he chaired the Employee Benefits Section and he later chaired the Round Table (information exchange) Section. He was a long-time member of the Delmarva Risk Study Group and was a past President of the group. He was a charger member of the Brandywine Chapter of CPCU and its early President. Walt was a member of the Grading Panel for the Insurance Institute of American, on which he continued to serve after his retirement.
Walt retired from Delmarva in 1993. He became active in the adult community of Hershey’s Mill, where Kathy and he made their home. He ran the tennis program at the Mill and served on the Village Council as President. He volunteered in a neighbor assistance program. He continued to be a long-time member of the President’s Council for the Lutheran Theological Seminary of Philadelphia. More recently, he and Kathy returned to the Lancaster area, a place they enjoyed early in Walt’s career. They moved in to Willow Valley where Walt became involved with the many activities offered. He organized the “Johnny Walker Nine Hole Golfers”, arranging the pairings and planning different golf games each week. He served as chairman of the Railroad Club, and The Genealogy Club. He enjoyed playing Deep Water Volleyball, three times a week. Walt also enjoyed writing articles for the Writer’s group publications as well as attending painting classes.
Walt was an active member of Ascension Lutheran Church where he served as President of the Council for two terms, as well as Chairman of the Endowment Committee. He participated in the Men’s Group and taught Adult Sunday School classes for many years. He was also an active supporter of the United Lutheran Seminaries in Gettysburg.
Viewing will be from 10:00 AM to 11:00 AM, with funeral service to follow at 11:00 AM, lunch and visitation with the family present will be from 12:00 PM to 1:00 PM, Thursday, January 18, 2018, all at Ascension Lutheran Church, 600 East Penn Grant Road, Willow Street, PA, 17584. Interment will follow with honors at Indiantown Gap National Cemetery. Kathy, I will certainly miss Walt in our art classes. He was always a ray of light with his warm smile and his gentle demeanor. Please drop in occasionally to say ‘Hello’ when you’re in the Cultural Center.

Walt love his Lord and served Him well. He has now gone on to his well deserved reward in Heaven.

Willow Valley will be darker now  because we will no longer be enjoying Walt’s warm, welcoming smile that made us all feel better.

Kathy,
Walter was a gift of light to anyone who knew him. A simple hello drew the biggest contagious smile. If you weren’t on top of your game, just his smile changed your day. We are so grateful to have had the opportunity to have met him and been in his company. He clearly changed the people he touched and we learned from his grace and are better people for his gift of giving cheer. With our deepest sympathy to us all for losing him, but he lives on in our minds and hearts for the man he was.  Joan and Fred Titus
